About the Mayo Branch
The Mayo branch was set up in November 1984 at a meeting in the Imperial Hotel Castlebar where the first officials elected were: Chairman: Seamus Neary, Vice.Chair: Peter McCallig, Secretary: Tony Wise, Asst.Sec: Moira McCallig, Treasurer: Teresa Quinn and the committee were Stephen Clarke, Jennie Brady, Mary Mitchell, Deirdre Bourke, Roisin Maguire and Therese Soden.

1985
The Mayo Branch organised the first Training Course “Parenting Plus” in February 1985.
That year saw the first of the summer outings that was held on July 14th 1985 at Bertra strand Old Head Louisburg and Westport House. This was a huge success and led to many outings to Enniscrone and the now famous barbeques.
In May 1985 Fostering Week was organised to recruit new foster Parents. Caravans were arranged in several towns in Mayo which were manned by members, information leaflets were distributed. As a result of the caravans 61 families expressed an interest in fostering. A regional council was set up jointly with Mayo & Galway on 4th October 1985.
1986
In January 1986, the first AGM of The Mayo Branch was held.
Officers Elected were: Chair – Seamus Neary, Vice Chair – Peter McCallig, Secretary – Tony Wise, Treasurer – Teresa Quinn.
Committee Members were: Jennie Brady, Deirdre Bourke, Mary Mitchell and Stephen Clarke.
In the same year the Branch launched a new fostering leaflet “Do You Know”. This was launched in The Parkway Inn, Claremorris. The leaflet presented to the chairman of The Western Health Board Mr.P.J.Morley, Mayo County Council Chairmam Mr.Martin Finn, Programme Manager of the Western Health Board Mr.Stephen O’Donoghue and Pro of The IFCA Ms Sheila Marron.
This year also saw the Branch Chairman Mr. Seamus Neary elected National Chairman. During his term in office the organisation made huge progress. He was also responsible for bringing the International Conference to Ireland.
In July Jennie Brady, Marie Creighton, Therese Soden and Roisin Maguire attended a conference in Dublin at which the main speaker was Dr. Vera Fahlberg.
At the December meeting a talk on “Cot Death” was given by Moira McCallig, Teresa Quinn, Marie Creighton and Colm Byrne.
1987
In 1987 the Branch agreed to host the National Conference. This was held in Westport and was a huge success. Mr. Ben Brown was brought from the UK, he was a Social Worker who had been fostered. Ms Roisin Maguire was a huge driving force behind the Conference. After the Conference a group was set up to to decide the future direction of the branch aand to try to get standardisation of payments and discretionary payments agreed in writing with The Western Health Board. Topics discussed at meetings at this time were Insurance, The Parenting Plus Course, Natural parents, Access and Fostering Older Children
At The 1987 AGM the following were elected: Chair – Marie Creighton, Vice Chair – Seamus Neary, Secretary – Jennie Brady, PRO – Deirdre Bourke. The Committee were: Mary Ann Lyons, John Newcombe, Stephen Clarke, Josie Lavelle, Maureen Gallagher, Peter McCallig and Marie Morris.
The Conference was held on 18-20th September in The Ryan Hotel Westport. Seamus Moran get Special thanks from branch for all the work they put in to the Conference.
1988
The branch organised a one day seminar in Castlebar on “Child Sexual Abuse”. The Speakers were Dr. Alice Swann. Mr Manus McDaid WHB. & Superintindent Colton Garda .The seminar was well attended and deemed to be a great success. 1988 saw the First meeting of the branch Officers and reps from the WHB.
Issues raised were “Clothing Allowence” “School Books” “”Training” “Medical Charges” Equipment” “Holidays” “Travel Expenses” who pays.The need for more social workers was always on the agenda for these meetings.
Many of the members still remember these meetings with Mr. Bruton from The Western Health Board.

A grant scheme was set up to help Foster Parents to set up a “Placement” until the cheque came from The Health Board.
A good number of members attended The National AGM and Conference which was held in Cork.
1989
This year the AGM was held in the American Hotel, Ballina on April 30th. The following officers were elected: Chair – Peter McCallig, Vice Chair – Roisin Maguire, Secretary – Marie Creighton, Rec Secretary – Chris Neary, PRO – Mr & Mrs Lyons, Delegated to National Committee: Jeannie Brady, Roisin Maguire. Four members were chosen to be sent to The International Fostercare Conference in Michigan USA. The main topics of this conference were “Law in relation to children” “Partnership” & “We care for the children Who cares for us”. On their return, the members shared what they had learned, with the members at branch meetings.
The Summer Outing for foster families and social workers was held on July 15th in Enniscrone.
A report on the North/South Conference was presented at a branch meeting on September 19th of that year. The report was compiled by Jean and Bill Farrell, Chris Neary, Jeannie Brady and Roisin Maguire.
At the branch meeting on October 23rd, in a report on the National AGM in Limerick, it was announced that Jeannie Brady was elected to the National Executive as PRO.
A branch children’s Christmas party was held on the 10th of December in the Dalton Inn Claremorris, with the adults’ party held in Breaffy House Hotel on the 15th.
1990
The 1990 AGM was held on April 30th. The following officers were elected: Chair – John Bonnick, Vice Chair – Peter McCallig, Secretary – Bill Farrell, Treasurer – Stephen Clarke, PRO – Peter McCallig, Delegated to National Committee: Roisin Maguire, Bill Farrell.
One of the highlights of the year was a Week long Break in August, in Rosmalley house Westport, for foster children who never get a break, organised with the help of sponsorship raised by Stephen Clarke and his friends in the army. The organising committee involved were Liz Bonnick, Josie Lavelle, Helen Buckley and John Newcombe. This turned out to be a great success a lot was learned by the adults and children alike. The teenagers who helped were described as “Brilliant”.
1991
In 1991 the AGM was held in the Welcome Inn Hotel, Castlebar on April 15th. The following officers were elected: Chair – Eugene Flynn, Vice Chair – Peter McCallig, Secretary – Moira McCallig, Treasurer – Stephen Clarke, Delegated to National Committee: Roisin Maguire, Jeannie Brady.
At a meeting on April 22nd the branch summer outing was arranged for Enniscrone.
Anthony Gallagher Selected ,(Drawn from a hat) to represent the Mayo Branch at The International Conference in Sweden. A “Charter” of rights for foster Parents drawn up by The Branch Submitted to The National Exec. of The Irish Foster Care Association.
The issue of liability insurance was discussed at a meeting of the branch on May 23rd. Keith Henderson clarified that the association insurance covers the liability of foster parents, but only paid-up members.
The annual children’s Christmas party was held on the 8th of December in the Dalton Inn Claremorris, with the adults’ party held in the Welcome Inn on the 13th.
1992
The Health Board announces that it will give Insurance cover to Foster Parents.
Cover will be for £5m.Many tributed were pain to Mr.Seamus Neary who led the campaign for insurance cover for Foster Parents for 7 Years.
Eugene Flynn & Moira McCallig took part in the “Faith Alive ” Programme on Mid west Radio.They spoke about fostering & the need for more Foster Parents in the region.

1993
One of the highlights of the year was the Summer Outing to árus an Uachtarán and Dublin Zoo. This trip was organised by Moira McCallig who was Secretary at that time. Two bus loads went on that outing. After a meeting with The Senior Social Worker Aims were set out for the Year
(1) To make a clearer payment method
(2) To clear all outstanding claims
(3) To give support to placements outside office hours
(4) Recruit more foster parents – especially for teenagers
(5) To continue the co-operation between The Health Board & The Branch
1994
The Branch chose “Training” as their priority for the year. Ongoing meetings were held with The Western Health Board as result of these meetings 10 points were raised that were needed to be sorted between The Branch & The Health Board. This became known as the “10 Point Plan”. As the negotiations continued the Plan grew to 20 and ended up As “The 22 Point Plan”.
Two Groups, one in Castlebar and the other in Ballina, took on the task of organising “The Challenges of Foster Care” Course. In July a grant of £200 was received from The Health Board, this was the first “Section 65 Grant” received since 1990.
The first Draft of “The Child Care Regulations” was received from The National Secretary (Pat Whelan RIP). These were discussed at branch meetings point by point and the views of the branch sent to the National Secretary.
1995
The Chair, Secretary & Asst Secretary attended a training day in Dublin the theme was “Making IFCA Work”. The now “21 Point Plan” was discussed in detail at several Branch meetings. Allegations against Foster Parents discussed at meetings, a proposal to put down a motion for The National Conference & AGM was carried. The Branch Secretary and the Resource Social Worker spoke on Mayo Community Radio in Castlebar.
Fiona Neary daughter of Seamus & Chris Neary conducted a workshop for the natural children of Foster Parents in Castlebar. All who took part received certificates for their part in Fostering.
The Branch Secretary was asked to contact Mr. Jim Mansfield WHB regarding the follow up on “The 31 Point” Agreement.
A Respite Holiday was arranged for a family divided in care this was facilitated by Edel Bourke Social Worker.
1996
At the April Branch meeting Margaret (Mags) Gallagher From Aglish House outlined the services available in the house. This includes Short term care and support to needy families. The meeting felt that a similar home should be available to Foster Carers in cases of emergency.
In June Jim Mansfield WHB attended a Branch Meeting to discuss allegations against Foster Carers. Many Points,suggestions and ideas were put to him.
Breaffy House Hotel was chosen as the venue for the National Conference & AGM in 1997 (see report on this conference).
The year ended with a very successful Christmas party for the children and a separate party for the parents.
1997
The Officers for 1997 were: Chair – Johnny Carey, Secretary – Billy Sweeney, Treasurer – Deirdre Diskin.
For the National AGM, which was held in Clonmel, the branch proposed that the allowance be increased to take into account the price of baby food and nappies.
The chairman stated at a meeting that social workers as members should not be asked questions about The Health Board.
A very successful summer outing was held in Enniscrone.
Mr Seamus Neary was elected to the new board in the IFCA.
In May, delegation selected to go to Tuam were John Carey, Eugene Flynn, Moira McCallig, Josie Corr, Deirdre Diskin, and Margaret Gallagher to negotiate review of 21 point plan (contract of agreement between foster carer’s and Health Board).
Topic; Life story book presented by Veronica Gilligan and Margaret Gallagher. It was very informative and interesting.

1998
In January a presentation on “The Challenge of Foster Care” was given by Bridie Prendergast, Foster Parent, and Marie Morris, Social Worker, in Bartra House Hotel, Ballina.
A number of workshops were completed during the year.
1. Safe care and allegations.
2. If you can’t say goodbye you can’t say hello. This was presented by Ruth McNeely and was confined to a small group and attended by members confidentially.
3. Behaviour and Discipline presented by Adrian Garvin and Jo Murphy.
4. Direct work with foster children presented by Margy Dyas.
At a February Meeting, the booklet on “The Safe Care Plan” was discussed. Eugene Flynn suggested that a Senior Social Worker or A Team leader be invited to a meeting to give a talk On “Allegations”.
In March a small working group was set up. Moira McCallig, Deirdre Diskin, Josie Corr and Chris Neary nominated, their brief was to examine the options available to children coming into care and the necessity for an assessment unit in Mayo.
At a branch meeting it was agreed that there was a need for a Residential Care Unit for teenagers because of the lack of Foster Carers for this age group.
April saw the election of Moira McCallig to Regional Committee on the retirement of Mary Sheils from Galway. Marie Morris SW outlined the workings of “the Fostering Case Committee” – a care plan to be provided as the child comes into care. It was suggested that there should be a care plan also for leaving care.
Also in April, two training workshops; “Adolescence” & “Discipline” were presented in the Welcome Inn by Jo Murphy, Social Worker, and Pat Dolan, Co-Ordinator of adolescence services Galway.
In May, Foster Parents Appreciation evening in Welcome Inn hosted by Health Board in recognition of our partnership through out the year.
A motion was sent for The National AGM that the travel allowance be increased and that 20p per mile was not enough to cover cost. Two members who attended the national Seminar were allowed baby sitting allowence to help them to attend.
One of the Social worker who attends the Branch Meetings stated that a huge amount of her time is spent attending Court. Seamus Neary was given life membership of IFCA in recognition of his work as National Chairman.

Two members also contributed to “Rules and Guidelines” for the National Association
A new indenture form and draft copy of new care plan for children coming into care was presented by Jo Murphy
Our barbecue July 5th in Enniscrone was well attended despite the poor weather.
Our outing on August 8th was to the wax museum and the Zoo.
The quarterly meetings between the branch, the Child Care Manager and social work department have established a very good working relationship.
Members of the branch prepared and co-presented training with health board staff.
The National A. G. M. in Cork was attended by 19 members of the branch. A good mix of workshops was attended by the members. This experience will contribute to the work of the branch in the coming year. Moira McCallig was elected to the Board of Directors of the association representing the the Western Health Board area.
1999

It was decided to start Branch meetings at 9pm sharp and end at 10.30pm. Members were advised to send in there expenses forms to the Health board monthly & not to let them mount up or they might lose out.
In February, Jo Murphy requested foster parent’s support for a research project seeking the views of teenagers in foster care relating to statutory reviews.
Officers training day held for Chairperson, secretary, treasurer and regional reps. Health Board officials and branch members met and discussed; expenses, service agreement, equipment, workshops and training.
National Association said support group meetings should be set up and run by HB for all foster carers with members of the branch attending.
On March 16th Officers of Branch attended the official launch of the new foster care training package “Fostering – A New Horizon” The Challenge to Care in Ireland hosted in the National Concert Hall.

Meeting with HB officials to clarify points in 21 point plan and other issues. Officers said notices for meetings sent to 40 families but only the same 12-14 families turn up.
In July, officers of Branch attended a meeting in Dublin to discuss the role of Regional Representative
The summer outing to Enniscrone was cancelled due to lack of interest and a “Mystery Tour” was planned instead.
A decision was made to keep all meetings in Castlebar as it proved to be the most popular venue. 40 families were contacted for every meeting and the average attendance was 13 members.
On September 21st, 22nd and 23rd a New Horizons 3 dat Training workshop – “Training and Familiarization Course” – was attended by 6 members from Mayo in the Ardilaun Hotel Galway
Mr Pat Tobin from Roscommon was elected Regional Representative to attend National Meetings.

2000

In January, The Western Health Board hosted a weekend for foster families from Mayo and Roscommon in Hotel Westport.
A February meeting decided to ask National Executive to address the issue of insurance in the next newsletter. It was decided to reduce number of meetings due to poor attendance to April, June, Sept. A meeting was held with H B personal in Hill House Castlebar
In April, meeting told a member of the branch has been appointed to the Fostering Case Committee for two year period. Final amendments agreed to the 21 point plan. A foster parent from Galway appointed to the Child Care Advisory Board to represent views of foster carers in Galway, Mayo, Roscommon.

Research into Allegations by Kelleher Associates states foster carers have 1 in 6 chance of allegations been made against them. National Assos will provide support if allegation is made. IFCA now have a social
worker on contract to provide a mediation service.
In May – Chris, Josie & Moira attended training seminar in Grand Hotel Malahide, Dublin. Title of Seminar “Foster Care and Teraphy – An Exploration Towards a Positive Response “ The main speakers were Roisin Maguire, Margaret Beaumont, Mary Clarke, Marie Magenis, Cathal McHale, Helen Gogarty and Eadaoin Bhreatnach
The July Outing and barbecue was held in Enniscrone Sunday 2nd and in August the Mystery tour went to Donegal 47 children, 31 adults 2 buses.
In September, 2 members attended the IFCO European Education Conference in University College Cork Over 800 people from Ireland, Europe and farther afield attended. Meeting of branch and H B officials fixed for Oct 4th. Respite care and expenses on
agenda. Child Care worker granted but not appointed yet
In October, invited guests Keith Henderson and Pat Whelan from National Exec attended Keith told the meeting new legal expense insurance starts Nov 1st. It covers allegations against all adults living in house and student coming home at weekends. It costs £40 a year. All members advised to take it up. H B insurance covers accident or injury to foster child if carer is negligent. Pat said mediation service working very well, very confidential and only herself and one other deal with it. A number of allegations at moment, most minor but very traumatic for families involved.
In December, the National Secretary informed us that 4 weeks respite in 1 year agreed with Department earlier this year. Contact Jim Mansfield WHB as he was present. 18 members going to the National Conference in Slieve Russel Hotel Cavan

Meeting Feb 13th
We received a letter from Minister Mary Hanifin announcing €75,000 for 3 year study on foster Care. Also announcement that a new payment system for foster carers from July 1st. Phil Chambers social worker said a new training programme would begin in Ballina & Castlebar.
Summer outing to Cong and we visited Peacocks of Maam Cross for refreshments. We concluded our day at the Aquarium in Salthill Galway
The Working group on foster care presented their report “Foster Care – A Child Centred Partnership” to minister for children M/s Mary Hanifin. It was launched on June 12th.
Branch training day was June 9th in the Ashling Hotel Dublin. The treasurers got a lot of important information on change over to Euro and the impact on branch accounts.
Oct meeting
Chairperson read minutes from National meeting Sept 24th. Minister is awaiting legal advice on new payments as they incorporate orphan’s allowance. Each branch should contact their HB about discretionary payments for taxi’s and grinds. Last meeting with HB told no support worker since Marie Morris left post. 15 new foster families will be assessed by end of year. No assessment unit for children due to costs. 15 families to attend Conference in Tullamore theme “Dare to Care”

March 5th
Branch meeting in Bartra House Hotel Ballina. Guest speaker Dr. John Canavan gave a talk on a child should grow up. He outlined the ideal and the not so ideal sides of a child’s life. He praised the work of foster carer’s who provide stable care for children in need.
Letter from National IFCA informing us that officer training is in Claremorris on March 19th. Letter from Mick Fox child care section Merlin Park informing us that Catherine Carty is visiting the west on 2nd to 5th April and would like to meet as many young people as possible.
Minutes of National Board meeting of 2-2-02 read and discussed. The chairperson spoke on the value of membership. Also information was given on the branch history for the benefit of new members. Members reminded to observe strict confidentiality on children and family information given to them.
May 7th
The meeting was told that Mick Fox and Catherine Carty was very pleased with the session with teenagers and asked them to write a report on it. Meeting with Health Board in Hill House Castlebar. It was confirmed respite care is available but allowance will follow the child. The shortage of social workers was discussed. A new system would be introduced shortly involving 3 teams, each with their own area.
A charter of rights for children and young people in care distributed in Health Board area. A package for children leaving care agreed. May 24th. A one day training seminar in Moran’ Red Cow Hotel and Conference Centre “ Mobilizing Positive Support for Young People in Foster Care” presenters Pat Dolan Regional Co-ordinator, Family Support Services in Western Health Board and Geoffrey Shannon, Education Officer with the Law Society Aug. 02 Summer outing to Dublin Zoo.
Autumn 2002

Oct 8th
Paul Soye informed the branch by letter that he was now in charge of the child care plan. The meeting informed members not to sign school insurance forms. Social workers must visit children in care under the regulations. Foster parents to sign indenture when the child arrives as insurance will not cover them without it. The child’s diary is the property of the Health Board.
Nov.2002
The National conference was held in The Clare Inn Co Clare. The theme was “Children, Culture and Change” The Association celebrated its 21st birthday at the conference. Seamus Neary founder of this branch and former National Chairman was awarded life membership for his years of service to the organisation. A new National Chairperson was elected Anne Rennison.

Branch meeting held in Castlebar. Ellen Browne thanked for the training sessions. Josie reported from regional meeting that concern expressed for Foster Families who are not members of IFCA and do not have legal expenses insurance. They cannot receive legal or financial help from Health Board whose primary concern is the children. It was agreed that the Health Board meetings were good and should continue twice a year. Sharon Doherty and Ellen Browne social workers reported the new Child Care Team was nor fully operational due to vacancies in Social Work Dept. National Association informed us that the foster care allowance would be a stand alone allowance from April 1st as recommended by working group on foster care It was agreed not to have a summer outing this year

Branch meting held in Welcome Inn Castlebar. Minutes from the National Committee Board meeting were read. Mayo Representatives missed the meeting on the Standards in Foster Care because the notice went to secretary who was away on holidays. The Chairperson said they were informed on June 23rd at meeting with Health Board about the new standards, but they were already gone to print and were not open to discussion.
Members discussed the new standards and were categorised as follows;
Reviews and Care Plans – these are very often not up to date.
Education – difficulties arise when social workers and foster parents differed in regard to child’s education. Access should not be during school hours
Out of Hours Service – Standard 15.9 states that Health Boards have service to help Foster carers. This is non existent in Mayo.
Assessment of Children – Standard 6.2 calls for comprehensive and multidisciplinary assessment before placement. This would be a major step in if implemented.
Medical Treatment – Standard 60.1 Foster Carer’s should administer first aid to foster children. Request Health Board to provide suitable First Aid Course for all foster care. The members expressed concern at the number of vacancies in Social Work Department. One child in care had no social worker visit in over 6 months.

It was reiterated that foster carers need to be part of the team making decisions about their foster children. Access must be reviewed each year at review meetings. A copy of the revised Care Plan and minutes of review meeting should be sent to carer.

Branch meeting in Welcome Inn Hotel.
Foster carers have received a questionnaire from the Health Board seeking names of anyone who smokes within the fostering household. This follows the Government ban on smoking on smoking in public and work places introduced on March 29th. Some members felt that the Health Board preferred to recruit non smokers as foster parents for fear of future litigation.
A summer outing was planned for July. Bunratty Castle was the venue. Our branch was chosen by the National Organisation to conduct a survey amongst members with regard to the IFCA services available. Each foster family would receive a questionnaire as part of the process. Galway and Roscommon branches will be included. The Health Board reported that only 9 families out of 23 contacted in the Knock area had booked for First Aid Training. Officers very disappointed as they had formally requested the training.

Branch meeting held in Welcome Inn. Pat Whelan confirmed by letter on Aug 5th that the foster care allowance was not reckonable for any other state allowance eligibility. It was not taxed as revenue disregarded it for taxable purposes.
Mr Paul Murphy our Child Care Manager gave €1200 to support 18 members to attend the National Conference in Malahide in Dublin on Oct 29th to 31st. Theme was “What Makes a Difference in Foster Care”. Treacy coaches Ballina provided the transport.
Peter McCallig nominated to Business/Finance section of IFCA Board. The committee attended a launch in Galway entitled “After Care” The theme was “Right Stuff” This focused on After Care facilities and services available for foster children after they reach age of majority.

The questionnaire about foster care was not ready. Paul Murphy Child Care Manager confirmed the HSE was committed to training but was hampered by lack of funding. It was stated that the HSE were legally obliged to provide training to foster carers. The secretary was asked to write to Paul Soye and Anna Gill team leaders about respite care.

Mary has specialised in foster care since 1976 and was awarded a Masters in Social work on matching children to foster carers in 2004

The National Head office wrote regarding the Companies Act, it lays out the legal framework for IFCA Ltd. It was confirmed that no regional rep for our area at present. It was agreed that Moira McCallig, Josie Corr and John Horgan would meet the HSE on behalf of the branch.

Branch meeting in Welcome Inn. Paul Soye wrote explaining respite care and method of paying allowance. First Aid training held next week in Ballina. Summer outing was to Galway Aquarium and Gorilla Games / Monkey Business. The food was in Brennan’s Claregalway. It was decided to write to all foster carers in the branch requesting them to forward any issues they wanted discussed at the next meeting with the HSE.

Meeting with HSE were Moira McCallig, Josie Corr and John Horgan. The main topics for discussion with the HSE were Children’s allowance and access. There is confusion about the allowance when the child is in short term voluntary care. Foster carer’s must facilitate access but are not obliged to bring a child to access. It was suggested that written records should be kept of all meetings with HSE staff. The HSE has expressed concern about placing children in a home which is run as a B&B and where foster carers smoke. The branch will address these issues at the next HSE meeting.

Branch meeting held in Merry Monk Ballina. The meeting was attended by regional rep Marita Gibbons. The issue of foster children taken on access to their family members in other houses

(a) Who should have final say on date and time?
(b) Who was responsible for supervision in the house during visit?
(c) Whose insurance covers this type of access?
It was also revealed that at recent reviews foster carers were asked if their foster child had a savings account. Whose names were on the account and what institution was the account with?

Branch meeting held in Welcome Inn Castlebar. Report on meeting with HSE on May 29th. Uncertainty still remains about insurance and sibling access. The Code of Discipline was recently sent to all foster carers by HSE. The Regional Rep. Marita Gibbons attended the meeting. An officer of the branch or a nominated person from IFCA will accompany a foster family to meetings with HSE if requested. This does not include a meeting to discuss the child’s “Care Plan”. The HSE has formed a core group that deals with all accusations around children in care. The foster carer’s support worked does not have to be at core group meeting when the accusations are brought up initially. The outcome will be noted on carer’s file.

Branch meeting was held in Ramada Hotel Ballina. Claire Rowley told the meeting that the Early Childhood Allowance follows the Child Benefit. The new proposed Guardianship of Children Bill was discussed. A Foster Carer was to be appointed to the new Fostering Case Committee shortly. An out of hour’s service has been set up in Mayo for under 12 year olds. 7 families are participating in the scheme Thursday 4.30pm to Thursday 9.30am of the following week. FANA BURCA KNOCKNACARRA Co Galway is the facility for placing over 12 year old children in emergencies.

Branch meeting held in Welcome Inn Castlebar. A letter from Paul Murphy stated that only 4 staff would be funded for a day at the IFCO International Conference in Dublin. The secretary informed the meeting that members who did not attend meetings were entitled to notification of meetings under the constitution. The frequent change of social workers is causing problems for some children in care. There is no cover provided for social workers on annual leave, sick leave or maternity break. It was agreed that the branch would send a letter to IFCA and the Minister for children on this issue. The branch received a very generous donation from the Kennedy Charitable Foundation.

Summer outing was to Enniscrone. The playground at the beach, the swimming pool provided the entertainment. The evening meal was in the Ocean Sands Hotel who provided all the children’s meals free.

A branch meeting was held in the Castlecourt Hotel in Westport. 29 members attended. The branch had decided to host the National IFCA conference on the 5th & 6th Nov. Suggested venues were checked out and the Castlecourt Hotel was the favored venue. It had all the required technology equipment, workshop rooms and childcare facilities. The Westport Plaza Hotel on the same site was a bonus.
A conference committee was formed to plan the conference. The Committee was: Chair, Eugene Flynn, Vice Chair, Therese McCaffrey HSE, Secretary, Peter McCallig, Asst. Sec. John Horgan, Treasurer, Deirdre Diskin, Asst. Treas. Josie Corr, Workshops, Marie Morris HSE, Childcare Programme, Patrick Gilmore HSE and Moira McCallig.
Also at this meeting it was decided to make a contribution to the Gena Heraty Haiti Fund – Gena is an aid worker from Westport. It was agreed that the opening ceremony and launch would be family oriented. It was the 25th anniversary of the branch and was celebrated on the weekend.

The conference committee met in the Welcome Inn Hotel Castlebar. A list of all aspects of staging the conference was drawn up. These six items; the theme for the conference, logo design, negotiations with hotel, plenary speakers, workshops and the children’s programme were prioritized and assigned to different people. It was decided to ask the hotel to take bookings and deposits.
Feb 16th
The conference committee met in the Welcome Inn Hotel Castlebar at 7pm. prior to the branch meeting. A number of themes were presented and one was selected. The logo was selected. A breakdown of all the rooms available in the hotel was available and 120 were provisionally booked. A €5000 deposit paid to hotel. Bookings, payments, and allocation of rooms will be agreed at meeting with hotel manager. Check will the hotel accept an invoicing system for the HSE participants.
The branch meeting commenced at 9pm. 19 members attended. The treasurer outlined the cost of the Christmas party €3350 the summer outing €1592. We were informed that Five Rivers (a private fostering agency) were contracted by the HSE
to provide out of hours and emergency care for children. The members were given a progress report on the conference. They were informed of two fundraisers been planned, 25 Drive in Ballina area and asked for volunteers to run Mayo Women’s mini marathon.
Feb 24th
The conference committee met in the Castlecourt Hotel Westport at 4pm. After detailed discussions with hotel management, a weekend package was agreed at €248p.p. The hotel will handle all bookings, deposits, room allocation, and cancellations in accordance with their own policy. We agreed terms for an account with the hotel.
March 24th
Conference meeting held in Welcome Inn hotel at 7pm. Pat Gilmore and a team of child care workers from the HSE will facilitate the children’s programme and all personal will have necessary training and clearance. Killary Adventure centre booked for the Saturday with lunch option for 11 to 18 year olds. Keynote speakers contacted. Workshops list agreed. Budget prepared. Entertainment for Friday night and banquet discussed. Decisions will be made at next meeting.
April 13th
A branch meeting was held in Welcome Inn Hotel at 9pm. 13 members attended. We discussed correspondence concerning proposed changes to Article 42 Irish constitution regarding children’s rights, Hepatitis B, and Frequent changes of social workers. A number of items were proposed for the agenda for the meeting with the HSE
(a) Guardianship or enhanced rights for foster families of children in care
(b) Emergency placements out of hours
(c) Continued care for children after18th birthday

National Conference update; the children’s programme is in place. Child care workers from HSE were facilitating it. Keynote speaker identified and details been confirmed. Workshops almost complete. The Minister for Children Mr. Barry Andrews is invited. Jane Asquith confirmed as keynote speaker. She has 25 years experience as a foster carer and is a social worker & manager with 35 years experience. IAYPIC sent invitation to present workshop for teenagers. The open forum will have invited guests; The HSE West will inform non members of the conference and IFCA will place ads in local and national media. Design and layout of brochure template will be ready for next meeting. Robert Mizzell contacted for price to play at banquet. He is promoting fostering on behalf of IFCA.
May 6th
Meeting held in Castlecourt Hotel Westport with management re children’s programme. Hotel can cater for 120 children. Creche is available on Friday night for 10 children. Plaza Hotel confirmed for creche on Saturday. Castlecourt Hotel confirmed for kids club. Babysitting will be provided by hotel on request. Management will provide staff to help on Saturday. They will also provide refreshments for the launch.
May 12th
Conference meeting held in Welcome Inn hotel at 7.30pm. Thanks were extended to all who took part in the Women’s Mini Marathon in Castlebar to raise funds for the conference. €1900 was raised. The information and cost for children
finalized for brochure. Children on weekend package will get priority. No children’s package for day attendee’s but we will accommodate children if spare places are available. All branch members will be invited and a branch meeting will follow the launch. Photographer booked. 250 conference mugs will be ordered from Absolutely Pottery in Westport. A banner for Mayo branch needed for launch. High visibility backpacks for all children. Workshop presenters sent questionnaire regarding cost, equipment, and any other facilities needed. All information for brochure must be ready by July 21st. Peter McCallig will update the National Board at their meeting on June 17th

A list of invitees to official opening will be ready for next meeting. All former officers of the branch where possible will be contacted and invited. Conference launch agreed for 6pm July 20th. A donation to the Marie Keating Foundation was agreed and breast cancer ribbons and pins will be given out.

The conference was launched by Country singing star by Robert Mizzell in the Castlecourt Hotel Westport. He was fostered himself. The branch chairperson was MC. A branch meeting followed the launch. 28 members attended. The summer outing to Turoe Pet and Activity Centre Loughrea was very well attended. The Ard Ri Hotel in Tuam provided the refreshments. Hepatitis B; the social worker representative said the Area Medical Officer was dealing with requests received. Also it was HSE policy to inform foster families about Hepatitis B and HIV affected children in their care. The National chairperson Alice Parkinson said IFCA office could do a presentation to foster carers and social workers on guardianship. She said there was a lack of clarity from the HSE on the issue. She said a number of cases were been processed in Carlow Kilkenny region. A brief discussion took place on (1)the Ryan report (2) the proposed recruitment of 200 new social workers (3) the out of hour’s service now 20 years on the agenda and (4) the difficulty of cover for social workers on holiday or maternity leave.
The Regional Representative Noreen Kelleher told the meeting that some foster parent’s were now taking on the role of social workers in the western region facilitating and supervising access cases. Conference update, the format for the children’s programme and the number of volunteers needed was agreed. Members volunteered to facilitate the smooth running of the workshops. IAYPIC (Irish Association of Young People in Care) confirmed they will present 2 workshops on Sunday morning for 8 to 12 years and 13 to 17 years.
August 4th
Conference meeting held in Castlecourt Hotel Westport at 7pm. We went through the bookings to date with hotel representative. Booking forms will be returned to us every week. This is 25th Anniversary of branch 1st AGM. We will celebrate it during banquet with a cake. Gifts for the table raffle to celebrate 25 years purchased by branch officers. Sept 15th
Conference meeting held in Welcome Inn Hotel at 7pm. Children’s committee leaders were unable to attend but assured us programme in place and will attend next meeting. An updated budget was presented by chairman. €400 paid
for writing the booking programme for the conference and IT work on website. A day attendee slot will be added to the computer booking form. A budget fixed for gifts for all presenters. 3 members nominated to get gifts. An art competition will be organised for Mayo children. Peter will order invitation cards for invitee’s. Day attendee’s package agreed. Focus on Fostering Week will be launched at the conference by Rio Hogarty Foster Carer
(Inspiring Mum of the Year Award 2010) and Justice Catherine McGuinness (Person of the Year Award 2010) Wayne Dignam will speak on the Positive Aspects of Foster Care at the launch. Proof reading started of draft brochure.
A branch meeting followed at 8pm. 21 members attended. Foster parents are now informed if their social worker was going on leave and who to contact. 2 parents at the meeting had no social worker. They were told to write to the team leader in their area. This issue will be discussed at the National AGM in Dublin. 4 members are attending the A G M. Hepatitis B; the social worker representative said the Area Medical Officer has made the vaccination for cervical cancer a priority. First Aid training arranged for Oct 9th in Mayo General Hospital.
The treasurer said new regulations were now been introduced for all collections under the new Charities Act. Organizers’ should have sealed buckets with the charity number displayed, the permit and ID. A branch member was nominated to source and label the buckets. The summer outing cost €3098. Christmas party fixed for December 12th Conference update, the volunteers will be contacted about their workshop duties. Members were asked if they wanted a workshop on the Child Care Amendment Act.
A member questioned the cost of the conference for a family. The committee said all family rooms were priced by hotel on basis of two adults sharing, and the prices are all in costs. There will be no religious ceremony in the hotel as all these are available 3 minutes walk from the hotel.
Sept 22nd
Conference meeting held in Welcome Inn hotel at 7pm. Full details of children’s programme given. The creche will take up to 20 children 0-4years. Kids club opens at 9am and can accommodate 50 with lunch in hotel bistro. Older children will have lunch in Killary. Snacks in backpacks for all children supplied by branch committee. 20 Yellow t-shirts with logo Westport IFCA 2010 needed for all children supervisors. All Mayo members will have distinctive badges. There will be no officer training at conference as not enough branch officers booked. Peter met with Claire McKenna of TV3. She was presented with the latest survey on fostering, newsletter, and conference details. Children’s
committee will meet with hotel to finalize everything.
Oct 13th
Conference meeting held in Welcome Inn hotel at 7pm. Minister Andrews confirmed for Saturday. Some members for Open Forum confirmed. The committee will provide meals for volunteers minding the children. Invitations list for
official opening and banquet completed. Volunteers assigned their workshops. Evaluation sheets at end of workshop responsibility of volunteer. Creche places available for day attendee’s. There will be cheese and wine reception at opening. All past officers of the Branch where possible are been invited. Peter was to look after invitations cards. Eugene was to put the list together helped by John. Peter will be MC for weekend.
Oct 18th.
A conference meeting was held in Castlecourt Hotel at 6.30pm. Hotel manager and committee agreed process for weekend. All meal menus agreed. 25th birthday cake ordered from hotel. Presenters to contact hotel IT personal on Friday night and check all equipment is working and compatible. Stall positions agreed for silent auction, Go Save promotion, SWIFT literature, IFCA literature, and books. Banners placed at entrance to Dome Suite for photographs.
Adults will register on Friday night for Derval Dunford workshop on Sunday. Children will register on Friday night for IAYPIC workshop on Sunday. Question slips given out on Friday night for Geoffrey Shannon workshop. Open Forum members confirmed.
Oct 27th
A branch meeting was held in Welcome Inn Hotel at 8pm 20 members attended. First aid course was beginner’s course. Some people asked if a certification course would be available but were told the course was sufficient to meet the standards. The members welcomed the report on the Roscommon Child Abuse Case.
Conference update, the folder will contain all the required information for the conference. Volunteers will direct people to their workshops. People can book in from 3pm on the Friday. The HSE gave €3000 training subsidy for the conference. Claim forms must be filled and signed by all members and non members requesting training funding. All children must be signed in and out of activities and parents are responsible for the children at all other times. Goody packs for all the children and commemorative mugs for the adults. The 25th anniversary will be celebrated at the banquet.
November 5th
The committee met at 1pm for lunch in Castlecourt Hotel Westport and set up everything. Registration is from 4pm to 8pm and reopens from 10pm to 11pm. Evening meal served 5.30pm to 8.00pm. Silent auction opens at 5pm Friday and closes at 5.30pm Saturday.
The Official Opening Ceremony was preformed by Mr. Paul Murphy Child Care Manager Mayo at 8.30pm followed by Entertainment for all the Family. Registration recommenced at 7.30am on Sat morning Total attendance; 185 adults 109 children

April 12th
A branch meeting was held in the Welcome Inn Castlebar at 8.30pm. 11 members attended. A brief report was made on the National Conference in Westport. Letters of thanks and congratulations on the conference were received from Mary O"Rourke T.D. Tom Clancy East Galway branch, Paul Murphy Childcare Manager Mayo, Triona and Sandra from IFCA Head office.
Members of the organizing committee were invited to Carrick-on-Shannon to brief Sligo/Leitrim committee about organizing 2011 conference.
Liam Cullen was appointed Director of Services of IFCA. He was the former adviser to Minister Barry Andrews. The treasurer gave a detailed report on the branch accounts submitted to IFCA. Summer outing was set for July 16th to Lough Key Forest Park and Zip It Adventures. Branch officers are to meet HSE on May 11th at 5pm.
May 17th
A meeting was held between the branch and HSE at St. Mary"s Castlebar. No review of foster parents during 2010 due to staff shortages. Enhanced rights for foster parents 2 cases completed in Mayo. Five Rivers providing over12 out of hour"s service. There are only 15 families available through out the country. Disruption of social work services due to leave of absence, maternity break, and sick leave. Supervised access effected.
May 31st
The AGM was held in the Welcome Inn Hotel Castlebar. 22 members attended. The chairperson thanked the members for their help in organizing the conference. It was a very busy year with 14 conference committee meetings as well as branch meetings. Paul Murphy Childcare Manager Mayo, The HSE staff, the staff in Head Office were thanked for their help and support and Enda McCallig for his IT work and maintenance of our website. The Christmas party for 2010 was held in the McWilliam Park Hotel Claremorris and was well attended with Santa and Nancy the Clown entertaining. The secretary spoke briefly about all the work done over the last year by some members and all the officers. Some of these are retired from fostering but were dedicated to the association.
The HSE requested the branch to discuss the placement of teenagers as it was difficult to place them. A member spoke of the difficulties of adopting a foster child they had fostered for 17 years. Another member wanted information on help available for a foster child going to third level and living in a flat.

July 13th
A conference committee meeting was held in the Welcome Inn Castlebar at 7.30pm. The meeting went through each item in the budget to clarify that everything was paid. It was agreed to close the conference account when all cheques drawn on it were cashed.
July 25th
An EGM was held in the Welcome Inn Hotel Castlebar. 28 members attended. The meeting was necessary because a non member was allowed to participate in the election of officers. This resulted in two officers positions been null and void under our constitution. A vote was taken and new officers elected. The two positions of support/mediators persons were open for consideration. It was suggested that three people should be nominated to this role. The meeting agreed. It was agreed that the names and contact numbers of these persons be sent to all members. The secretary informed the meeting that Breda O"Donovan of IFCA Board had phoned to remind the branch to send in any motions they had for the National AGM as the deadline was approaching.
The branch agreed to send 2 motions to the National AGM.
1. The Mayo branch proposes that the term of office of Board members of IFCA should be no longer, than 6 consecutive years that is 2 terms.
2. The Mayo branch proposes that a second regional representative should be chosen given the size of the HSE west region.
The secretary was requested to write and thank Tesco"s in Claremorris for sponsoring the goodies bags for the summer outing. It was suggested that the branch delegate a committee to arrange outings, Christmas party, church gate collections and the web site. The notification of members of meetings and events by text or email will be raised at the next meeting.
Oct 17th
A second EGM was held in the Welcome Inn Hotel Castlebar. 20 members attended. A ruling was requested from the Policy and Procedures committee of the Board of Directors on the outcome of the AGM and the EGM. Discussions took place after the National AGM in Dublin between two officers of the Mayo branch and the committee. They ruled that the election of the secretary and assistant secretary were null and void. Eithne Larkin was elected secretary after John Horgan declined his nomination. John Horgan was elected assistant secretary as there was no other nomination. Any person who is not a member is not covered by the company insurance for anyactivity in the organization. It was suggested that autumn training should focus on children within fostering; the chairperson said we will re-visit this at the next meeting. Moira McCallig was congratulated on her appointment as Regional representative for IFCA in HSE west area. John Horgan was thanked for his work as secretary.

14th June Mayo Branch AGM was held in Harlequin Hotel, Castlebar, Co. Mayo. 21 members attended. It was also attended by National personal, Diarmuid Kearney IFCA Head of Services, Sean O’Gorman, Chair of IFCA Board of Directors, Breda O’Donovan IFCA Finance Officer, Annette Burrows IFCA. Diarmuid and Breda gave the members a presentation on the work of IFCA, invited, and answered questions from the members.

July 3rd. A committee meeting was held in the Welcome Inn Hotel Castlebar. Decisions taken were; meetings interspersed with training and topics. Arrange summer outing to Dublin Zoo on July 28th. Get clarification on insurance cover for outings and events. Organize coffee mornings in Ballina, Castlebar, and Claremorris.

Aug 22nd Coffee morning in Tumble Jungle Ballina 29 adults and 21 children attended. Sept 10th A branch meeting in Welcome Inn Hotel Castlebar. 15 members attended. An update on booking conditions for National conference in Cork and also the National AGM in the Ashling hotel in Dublin on 23rd Sept. Minutes from the Board meeting of April 18th were discussed. Members were asked to complete the training survey from IFCA. A report on the activities of the Board was given by Peter a board member. The regional representative for our area Moira also made a report. The secretary reported on the motions for the AGM. The difficulties encountered following the passing of a Mayo motion last year limiting the term of office of directors and regional representatives were discussed.

24th Oct. A coffee morning was held at Pots of Fun Claremorris 19 adults and 7 children attended. The object of coffee mornings is to encourage parents and children to meet in a relaxed atmosphere.
November 6th A meeting of the Mayo branch was held in the Welcome Inn Hotel Castlebar at 8.30pm. 14 members attended.
Nov 16th National Conference in Rochestown Park Hotel Douglas. 20 adults and 9 children attended.
